Lillian Nalwoga is a technology enthusiast interested in promoting and advancing the appropriate use of ICT for development (ICT4D). She has over 10 years in Internet policy research and implementing ICT4D projects in Africa with active involvement in Internet policy.

Lillian holds a Bachelors in Development Studies, a Post-Graduate Diploma in Management and Masters in Digital Media and Society from Uppsala University.

She has served on the UN – Multi-Stakeholder Advisory Group (MAG) of the global Internet Governance Forum from 2012 – 2014 and has first-hand knowledge and experience in managing ICT and IT projects and conducting ICT4D research and consulting for institutions such as UNESCO, Freedom House, World Bank, Association for Progressive Communications (APC), among others.  Her main areas of interest include – Internet Rights, eDemocracy, Child Online Safety, Internet Governance, ICT and Entrepreneurship, Freedom of Expression, Privacy and data protection, Technology and Innovation, Business management, e-government, ICT4D, Internet Policy and regulation, cyber security, Development Communication, Business Administration and Management, Open Data, e-governance.
